HWY. 54 TO OPEN JUNE 4 The Kansas Department of Transportation will open Highway 54 to general traffic at noon on Monday, June 4. North and south turns from Highway 54 will be unavailable at Cherry, Spruce, Grove, Walnut, Sycamore, Oak, Cedar and Maple. All traffic laws will be enforced.

SPECIAL ARRANGEMENTS FOR WIRELESS CHARGES Alltel Wireless will work with Greensburg wireless customers to make special arrangements related to service overages or late fees following the tornado. Alltel customer service can be reached at 1-800-ALLTEL1.

PROPERTY OWNERS HAVE UNTIL JUNE 15 TO COMMIT TO DEBRIS REMOVAL FOR THEIR PROPERTY. After that date, the city will begin the process to evaluate the properties for possible demolition by the city. Properties would be assessed the costs associated with this removal.

A STRUCTURAL ENGINEER INSPECTION IS NEEDED for property owners who wish to rebuild a home or business. This is required before a building permit can be issued.

A TOWN HALL MEETING TO DISCUSS THE PLANNIGN PROCESS AND LONG-TERM RECOVERY EFFORTS in Greensburg will be held Thursday, June 7 at Davis Park. The Lions will provide a picnic dinner at 5 p.m. and the meeting will begin at 6 p.m. in the large red and white tent.

ELMO TO PERFORM AT FREE KIDS’ CARNIVAL Kevin Clash, the man who voices Elmo on “Sesame Street” will put on two 30-minute shows at 1:30 and 3 p.m. at the Haviland High School gymnasium on Saturday, June 2 as part of the KPTS Kiowa County Kids Carnival, an event for the children affected by the Greensburg tornado. The carnival is free and open to the public.

NEW HOUSING PROGRAM TO AID GREENSBURG RECONSTRUCTION Reconstruction assistance programs are available through the Kansas Housing Resources Corporation - 785-296-5865 or www.kshousingcorp.org.

SEVERE WEATHER INCLUDING HEAVY RAIN AND HAIL IS PREDICTED for this afternoon into Friday. Severe weather shelters in Greensburg are located at the Carriage House assisted living facility, 723 S. Elm; at Kiowa Co. Memorial Hospital, 501 S. Walnut; at Kiowa Co. Courthouse, 211 E. Florida, and at the CO-OP grain elevator scalehouse at Ohio & Main. The Best Western hotel is NO LONGER a shelter.

WATER SERVICE REGAINED. Officials are continuing to test and turn on the water lines to areas of Greensburg. Contact City Hall at 620-723-2751 with questions about water restoration or to report water leaks.

WASHER/DRYER SERVICE IS AVAILABLE at Haviland Park under the water tower for public use.

EVERYONE INVOLVED IN DEBRIS CLEAN-UP IS ENCOURAGED TO WEAR PROPER CLOTHING AND RESPIRATORY PROTECTION.

HELP SPEED UP DEBRIS REMOVAL by placing it in the right of way. Keep debris at least three feet from utility poles, fire hydrants and water and gas meters. Call City Hall with debris removal questions at 620-723-2751. Debris removal will be ending soon, so residents are encouraged to take advantage of the free removal service.

C&D LANDFILL HOURS are 7 a.m. - 6:30 p.m.

KDHE ISSUED A HAZARD DECLARATION FOR TORNADO DEBRIS. Residents are encouraged to take appropriate steps to remove tornado debris remaining on private properties which may present a health and safety risk to the public. Unstable structures and debris piles pose fire hazards and create a habitat for undesirable vermin. Currently, concrete rubble and foundations do not present an immediate hazard.

KDHE MAINTAINS LIST OF LICENSED ASBESTOS CONTRACTORS. Private contractors must be KDHE licensed to remove or demolish any suspected asbestos material. Contact Scott Bangert at 785-296-1689 with questions.

ALL CONTRACTORS MUST REGISTER at Greensburg City Hall between 9 a.m. and 5 p.m. Contract work is prohibited without registration and/or license. Contractors are responsible for hauling jobsite debris. Contractors removing debris or doing demolition from a jobsite must plug any sewer lines.

SEPARATE HAZARDOUS MATERIALS AND WHITE GOODS (appliances, air conditioners, batteries, paint, pesticides, aerosol cans, propane and compressed gas cylinders) from debris and leave at the curb for EPA to remove. Place waste food items in trash bags and leave at the curb. Garbage trucks will remove this waste. Bags are available at the Lighthouse Worship Center, Scientology tent and Salvation Army at Dillon’s.

FREE HAZARDOUS MATERIALS PICK UP FOR BUSINESSES. Businesses needing to dispose of tornado damaged hazardous materials can place them by the curb by Sunday, June 3 for EPA pickup.

Business are eligible for benefits from a $5 million relief bill that includes a sales tax exemption for items and services purchased to construct, reconstruct, enlarge or remodel a business facility (including agricultural fencing) within Kiowa County.

PROGRESS REPORT:
· Volunteers have contributed 29,246 hours to date.
· EPA has collected 30,818 household hazardous waste items to date.
· Since the storm, workers have hauled 225,603 cubic yards of debris – that’s enough to fill 64 Olympic swimming pools or an 11 and ½ story building the size of the Greensburg Football Field.

· Curfew in effect from 8 p.m. to 8 a.m.
· Obey all traffic laws.
· Treat ALL power lines as if they are live. Call 911 if you observe an arcing power line.

· Take frequent breaks and drink plenty of water. Seek immediate medical attention if you feel dizzy, nauseated or experience vomiting.
· Burning is prohibited in Greensburg. In rural areas, follow county ordinances. Burning is discouraged in high winds.
· Never enter any building that appears unsafe.
· Respiratory protection is recommended for all workers. Dust masks and safety glasses are available at the Kiowa County Health Department on the square. Over 2,000 dust masks have been provided to workers.
· Kansas Gas Service is testing natural gas lines. If you have concerns about gas odors, call 9-1-1.

VEHICLE REMOVAL. Vehicles in Greensburg that were towed to the south landfill should contact the Kiowa County Sheriff’s Office at 620-723-2182 with questions.

BENEFIT CONCERT – Christian recording artist Mark Schultz will be performing a benefit concert to raise money for the tornado relief effort at the Dodge City Civic Center at 7 p.m. on Wednesday, May 31st. Tickets are $5.00 and the proceeds will benefit Greensburg. He will also be touring through Greensburg on Thursday morning.

SALVATION ARMY MOBILE CANTENE has relocated to Dillon’s, located at the corner of Hwy. 54 and Pine.

STATE HIRING FOR POSITIONS.
Temporary employment is available through the Kansas Department of Commerce for manual and non-manual labor positions that support the recovery efforts. To apply for a position visit the Haviland Recovery Center or call 866-828-8887.

Completing this application can help you become eligible for other state and federal assistance programs. Eligibility for these programs ends if the SBA application is not completed and returned to SBA. If you receive a referral from FEMA to SBA, you should complete and return the disaster loan application to SBA as soon as possible, even if you are not sure if you will need a disaster loan. MEMORIAL DAY
Monday, May 28, 2007 8:30 a.m.

A MEMORIAL DAY CEREMONY WILL TAKE PLACE AT THE CEMETERY AT 10:30 A.M. ON MONDAY. An honor guard from Wichita will participate. Memorial Day access to the cemetery is from 8 a.m. to 8 p.m. The cemetery routes are US 54 east to US 183 then north to California Avenue then east to the north cemetery gate and US 54 west to County Road 33 then north to California Avenue then west to the north cemetery gate. The south gate will be closed.

GREENSBURG CITY HALL IS CLOSED MONDAY TO OBSERVE MEMORIAL DAY. Normal hours, 8a.m.-5p.m., will resume on Tuesday, May 29.

WATER SERVICE REGAINED. Officials have turned on and tested the water lines to areas of Greensburg. The City will continue to work on the waterlines for the remainder of the community to resume water service as soon as possible. WASHER/DRYER SERVICE IS AVAILABLE at Haviland Park under the water tower for public use.

THE LANDFILL WILL BE CLOSED MONDAY, MAY 28 for maintenance. No one can use the landfill during this time. New landfill hours, 7 a.m. – 6:30 p.m., will resume Tuesday.

KDHE ISSUED A HAZARD DECLARATION FOR TORNADO DEBRIS.
Residents are encouraged to take appropriate steps to remove tornado debris remaining on private properties which may present a health and safety risk to the public. Unstable structures and debris piles pose fire hazards and create a habitat for undesirable vermin. Currently, concrete rubble and foundations do not present an immediate hazard.

KDHE MAINTAINS LIST OF LICENSED ASBESTOS CONTRACTORS. Private contractors must be KDHE licensed to remove or demolish any suspected asbestos material. If you are a homeowner and suspect asbestos is present during demolition or debris removal, consider using a specially trained contractor to remove the material. GOVERNOR SIGNS GREENSBURG BILL.
Gov. Kathleen Sebelius has signed Senate Substitute for HB 2540, which creates a $5 million Business Restoration Assistance Program for businesses in Kiowa County damaged by the May 4 storm. Qualifying businesses will be eligible for payments of up to 10 percent of the investment made by June 30, 2008 to rebuild and up to $3,500 for each full-time employee rehired by that date. The relief bill also includes a sales tax exemption for items and services purchased to construct, reconstruct, enlarge or remodel a business facility (including agricultural fencing) within Kiowa County damaged by the May 4 storm. Project exemption certificates will be issued to qualifying businesses applying before June 30, 2008 for use in making tax-exempt purchases for such purposes.

KDHE MAINTAINS LIST OF LICENSED ASBESTOS CONTRACTORS. Private contractors must be KDHE licensed to remove or demolish any suspected asbestos material.

SEPARATE HAZARDOUS MATERIALS AND WHITE GOODS (appliances, air conditioners, batteries, paint, pesticides, aerosol cans, propane and compressed gas cylinders) from debris and leave at the curb for EPA to remove. Place waste food items in trash bags and leave at the curb. Garbage trucks will remove this waste. Bags are available at the Lighthouse Worship Center, Scientology tent and Salvation Army at the courthouse.

FREE HAZARDOUS MATERIALS PICK UP FOR BUSINESSES TOO. Businesses needing to dispose of tornado damaged hazardous materials can place them by the curb by June 3 for EPA pickup.

The cemetary routes are US 54 east to US 183 then north to Califormia Avenue then east to the north cemetary gate and US 54 west to County Road 33 then north to California Avenue then west to the north cemetary gate. Greensburg Relief Bill Signing

Governor Kathleen Sebelius will visit Greensburg tomorrow, May 25, to sign the Greensburg relief bill (Senate Substitute for HB 2540) into law. The signing will take place at 2 p.m. at the Southern Plains Co-op elevator with Maj. Gen. Tod Bunting, the adjutant general; Representative Dennis McKinney, Senate President Steve Morris, Senate Minority Leader Anthony Hensley, Senator Ruth Teichman, House Speaker Melvin Neufeld, and city and county officials.

The measure creates the Business Restoration Assistance Program which is available for counties affected by the May 4th storm that lost at least 25% of their property tax base. Qualifying businesses will be eligible for assistance payments of up to 10% of their qualifying investment to rebuild or replace a building or structure or to replace business machinery and equipment. Also, qualifying businesses will be eligible for assistance payments of up to $3,500 for each full time employee rehired. In addition, the measure provides sales tax exemption. All sales tax for items and services purchased to construct, reconstruct, enlarge or remodel a business facility within Kiowa County as a result of the May 4 storm will be exempted. Qualifying businesses must apply before June 30, 2008.

Under the law, the State Finance Council is allowed to extend the Governor’s Disaster Declaration for Kiowa County past Oct. 31, 2007, until Jan. 14, 2008, if necessary. And in excess of the $10 million allowed by current law, the Director of the Budget, at the request of the State Finance Council, has the authority to transfer into the State Emergency Fund an additional amount not more than $25 million from all state revenue funds.

Storm Shelters

Workers in Greensburg, Kan. sought shelter early today when a tornado warning sounded sirens in the area just after 1 a.m. The rainfall did result in some street flooding, but no injuries or significant additional damage were reported as the result of the storm. Yesterday afternoon was the first time this week that threatening storms moved close enough to the area to prompt officials to ask residents, volunteers and private contractors to leave Greensburg.

Picnic in the Park in Greensburg

Hundreds of residents of Greensburg, volunteers, contractors, and others involved in rebuilding the city enjoyed mild temperatures and breezes for a "Picnic in the Park" over the noon hour today.

In addition to hot dogs and hamburgers, residents had the opportunity to talk with residential and commercial construction contractors who are expressing interest in helping rebuild the city. Representatives from a variety of government agencies which have been working with residents since shortly after the devastating tornado just less than two weeks ago were also on hand to provide information.

Air Ambulance Service Offered to City of Greensburg

The owners and employees of the EagleMed Critical Care Transport service presented the City of Greensburg with a check for $10,000 at the "Picnic in the Park" in Greensburg today. The donation will be used for parks and other public improvements for the city of Greensburg.

Employees of the Wichita-based company raised one-half of the funds, which was matched by EagleMed owners Jim and Iva Ballard. In addition, EagleMed is working with the City of Greensburg and Kiowa County Regional Hospital to base one of its air-ambulances in Greensburg for several months at no charge to the city or county.
EagleMed operates 16 aircraft in 13 cities in Kansas, Oklahoma, Missouri and Arkansas.

Debris Removal Update

An estimated 63 percent of the debris has been removed. As of May 23, 1,290 loads of debris have been hauled out of Greensburg for a total of 20,268. Since the storm, workers have hauled 189,911 cubic yards of debris – that’s enough to fill more than 50 Olympic swimming pools. An estimated 110,000 cubic yards of debris remains.

SHELTERS USED DURING WARNING. Severe weather passed through Greensburg late Wednesday night and early Thursday morning. A National Weather Service tornado warning prompted Greensburg responders to activate the severe weather plan and seek designated shelter. Heavy rain and high winds blanketed Greensburg.

THE LANDFILL WILL BE CLOSED SUNDAY, MAY 27 AND MONDAY, MAY 28 for maintenance over the Memorial Day Holiday. No one can use the landfill during this time. Regular hours of operation resume Tuesday.

Shawnee, KS Donates Fire Truck


The town of Greensburg received a donated fire truck from the city of Shawnee on Tuesday, May 22. Shawnee firefighters gave Greensburg City Administrator Steve Hewett the keys to a 1976 E-One fire truck. Firefighters presented the truck to Greensburg on the concrete slab where the Kiowa County fire station stood before the storm.

"We lost almost all of our fire equipment in the storm," said Hewett. "This truck will bring us back up to the fire protection we need after the storm - fire protection is one of the first things we need to get back on our feet."

Last week, Greensburg officials were handed the keys to a vehicles essential to local fire service, a 2,000 gallon 1974 Chevy Water Tender donated by Cowley County Fire District #4. Shawnee Fire Chief Jeff Hudson said, "This is about our community and the Greensburg community, neighbors helping neighbors."

Two fire trucks owned and operated by Greensburg officials were destroyed by the tornado. Firefighters from across the state are currently helping with staffing and fire protection in Greensburg.

NATIONAL WEATHER SERVICE: Severe storms are expected to develop in the Kiowa County area late Tuesday afternoon into Wednesday morning. Locally heavy rainfall (more than once inch), large hail and wind gusts over 60 mph are possible. Due to potential severe weather, volunteers will not be allowed in Greensburg on Tuesday.

Stay informed of weather conditions by listening to a NOAA weather radio, local media outlets or 1610 AM.

Buildings, automobiles and enclosed trailers offer the best protection from lightning. Take precautions if you hear thunder or see lightning close by.

Debris Removal


Place all debris at the right-of-way for removal by work crews. Separate items to ensure timely debris clean-up. Debris can be separated by:

· Trees and vegetation

· White goods (washing machine, dryers,refrigerators)

· Clean construction debris (2x4’s and such, plywood)

· Metals

· Household hazardous chemicals ( Paints, bug killers, cleaning products)

· Personnel Property

Remember to keep any debris off of and at least three feet of gas meters, fire hydrants, utility poles, street lights and other public structures.

  • 879 loads of debris were taken to the landfill today bringing the total to nearly 11,500 which equals 124,037 cubic yard which is nearly 50 percent of the total debris which equivalent to a seven story building with the floor space the size of a football field.30 families will be placed in trailers in Buckland and 15 in Pratt by Monday.

  • Electrical power is being restored as quickly as possible.
  • The Volunteer Reception Center has processed over 1732 volunteers who have worked 10932 hours.
  • Offices for county government are being installed on the West side of the courthouse.
  • The pavilion on the north side of the courthouse is being rebuilt by the National Guard.

A map has been created for Saturday's eighth grade and high school senior graduation.
Please refer to the map in reference to parking and shuttle service. Shuttle service begins at about 9 a.m. and concludes approximately at 4 p.m. Saturday.
Special arrangements will be made for vehicles with state-approved handicap stickers.
There is a designated area for media representatives.

Greensburg - May 18, 2007

It's Friday, May 18, and emergency crews continue to diligently work to remove storm debris, restore utilities including electricity and water; work with business owners and residents and more.

Kwik Shop on U.S. 54 has reopened and is operating out of a donated Dillons Food Store trailer. Store officials expect to reoccupy the building in about two months, with at least another four months before fuel service is restored.

1st Inn motel, located on the east end of U.S. 54, reopened this week and many emergency workers are beginning to reserve rooms.

Other business owners are eager to began re-establishing operations. Preparation and coordination are proceeding to meet those requests.

Without question, everyone, residents, businesses, emergency workers and volunteers are preparing for Saturday's exciting graduation of the 27 eighth graders and 25 high school seniors.

The eighth graders graduate at 10:30 a.m.; seniors at 11 a.m. Graduation will take place at the city golf course.

Usual attendance for this annual event is about 750 family and friends. This year, attendance is expected to top 1,500. A bus shuttle service has been arranged to transport folks from designated parking areas to the graduation ceremony beginning at 9 am. Saturday.

This nearly all-day event will culminate with a bus ride of students, family and friends by the high school for a moment of reflection.

Both the high and elementary schools were damaged in the tornado on May 4.

Access to Greensburg remains restricted to residents, registered contractors, and emergency workers and volunteers.

Nearly every county and city in Kansas has had, or is here, in Greensburg. There are other officials from across the country including Mississippi Emergency Management Agency officials, forest service employees from New York, and many more.

More than 1,750 volunteers have been registered since the storm hit.

FEMA has about 230 employees involved with the clean up.
